The proceedings against Booking.com have started

The collective action brought by the Stichting Consumenten Competition Claims (“CCC”) against Booking.com and affiliated entities (“Booking.com”) was initiated on 18 February 2026.
CCC is the only representative organisation that has brought this case on behalf of Dutch consumers.

The three-month waiting period during which other interest groups could initiate a similar action has now expired.

The first step: jurisdiction of the court


The court will first determine whether it has international jurisdiction to hear the case. This procedural step is necessary because Booking.com argues that the court does not have jurisdiction over all defendants, as some of the defendant entities are established outside the Netherlands.

According to CCC, this position taken by Booking.com is incorrect: the Dutch court does have jurisdiction to hear all claims against all defendants. CCC therefore looks forward with confidence to the debate and the court’s decision on this matter.

Next steps

Once the court has established that it has jurisdiction to hear the case, it will address several additional procedural matters before the substantive debate on the alleged unlawful conduct of Booking.com and its affiliated entities can begin. CCC will provide updates on developments in the proceedings from time to time.

You can still register

It is still possible to register for the action. You may register if, from 1 January 2013 onwards, you have:
  1. booked a hotel room online at least once via
    (i) Booking.com,
    (ii) a similar online hotel reservation website such as Agoda or Expedia, or
    (iii) directly through a hotel’s website, and
  2. were residing in the Netherlands at the time you made the booking.
